No. Hong Kong-Beijing-Hong Kong isn't a transit. You need a visa.

I am flying from London to Beijing (via Hong Kong), then Beijing to Hong Kong then Tokyo. If this doesn't qualify I was thinking of London>Beijing (via Hong Kong) > Singapore > Hong Kong > Tokyo. Would this then work?

Yes. Hong Kong-Beijing-"Anywhere except Hong Kong or China" will work.
