is that general rule for 2 entrance?

Hi. I have 2 entrance tourist L. I used 1 entrance. I am in HongKong. I need to change L to business M. I applied for business M on Monday. Today they rejected without any reason. So I go to China 2nd time now with my tourist  L. So they didn't give me M business type because still remaining 1 entrance?

Feel sorry for what happened to you, but sometimes, the consular officers may deny the application without giving any reasons. I cannot tell you for sure whether the remaining 1 entrance affect the application of M business visa.
