Hongkong visa for vietnamese living in Indonesia (a wife of Indonesian citizen)

Hi, I am Indonesian citizen and my wive is Vietnamese citizen, and we live in Surabaya city - Indonesia. How to apply for my wife (Vietnam citizen) for HK visa, and where I should go, since I've been told that the Chinese Application Service Centre not giving this kind of service (giving HK entry permit for Vietnamese living in Indonesia).
