Tourist Visa for US citizen living in Japan

I work long hours for a company and am unable to visit the center during its normal operational hours. The nearest office center is also 2 hours away from me in Osaka. I noticed it said that postal application is available, but exactly how? Should I just send my application and documents to the Osaka Chinese Visa Application Center? How would I go about paying for it?
