Can you apply for the 72 hour visa for Guangzhou if you fly into Hong Kong and take the ferry?

If you fly into Hong Kong and take the ferry to Guangzhou and are planning on flying out of Guangzhou are you eligible for the 72 hour free transit or does it have to be fly in and fly out?
