About:24-Hour Visa-Free Transit

Visa question in Beijing and two days in Shanghai

I am trying to fly from the USA-->Beijing-->Shanghai-->Hong Kong. Can I stop for two days in Beijing and also two days in Shanghai using the transit exceptions?
