is harbin ice & snow world located in zhaolin park?

I plan to stay in Ibis ShangZhi Hotel. Is it a walking distance from the Ibis ShangZhi to the Ice & Snow World?  Does anyone knows what is the opening date and entrance fee for 2018?

No, they are different sites and the ice and snow world is far, not within walking distance. From the hotel, you can walk to Central Avenue bus stop and take bus no. 126 to get there. The official open date of the ice and snow festival will be Jan. 5, 2018 and all events in the mentioned sites will be opened. The entrance fee may be a little high than usual, but now it is too early to know the exact fee. Anyway, the fees listed above can be referential.
