About:144-Hour Visa-Free Transit

Flying Istanbul to Shanghai to Dubai

We are flying Istanbul to Shanghai with a plane change over in Dubai. Then from shanghai we fly to Dubai for another short holiday. Does this count for the 144h free transit?

Dubai-Shanghai-Dubai isn't a transit so of course you cannot use the 144 hours transit without visa. You either need to apply for a visa in advance, or else change your flights.

But we are not getting out at the first Dubai stop - we are just changing aircraft - the initial origin is actually turkey - the change over is 1 hour - do you think they will view this as the initial country?

As far as Chinese immigration are concerned, you are flying Dubai-Shanghai-Dubai and you're not in transit. That's the rule. So change your flights or get a visa.
