Shall I apply from Canada or from Colombia in order to get the most of benefits (extension) ?

Hello, I am a Colombian citizen with Colombian passport living in Canada and waitimg for my PRC.
I want to apply for a multiple entry business visa-

Usually, it is difficult to get multiple entries when you make the application in a third country. You can have a try in Canada, if it can succeed, there is no need to do that in Colombia.
