Layover in Beijing for 7 hours

I'm potentially going to be experiencing a layover in Beijing for just under 7 hours, arriving from Tokyo and going onward to Milan. Would I be eligible to travel into Beijing city?

Colin, you are eligible for the 24 hour direct transit in Beijing, and you need to apply for a free temporary stay permit at the immigration office when you arrive at the airport, then you can explore the city. Nice trip!
