My question is that where should I apply for residence permit ?

Hello I just got a Q1 type in my country and next week I plan to fly to China. Because my wife's hometown is in Qiqihaer and she is living in Qingdao with a temporary residence there . Should I fly there to apply or I can do it in Qingdao ?
