About:240-Hour Visa-Free Transit

2 Questions.

1. How about: LAX - SHA - HKG - LAX?
2. Does this apply to neutralize citizens who was born in HK? My sister went to the Chinese Consulate today and they told her since she was born in HK she can't apply for a visa but a travel permit. #1 is pretty much her itin, all she has is a US passport and a HKID card to enter HK, she doesn't have a HK passport or a China return permit card.

1) That's good.
2) Technically, most Hong Kong born persons are considered as Chinese citizens and must enter China with a Chinese Travel Document or a Home Return Permit, hence visas would not be issued to them. This is still the case even when they do not have a valid HKSAR passport or a HKID. Some consulates are known for rigorously enforcing this rule.

Sorry I have another question. My itin is LAX - HKG - SHA - LAX. I do have a valid Home Return Permit and a US passport. Do I enter/exit with the permit or passport (144 hr free)? I understand I should be using my permit, but when I fly to LAX, at check in my passport wouldn't have the "visa free" stamp or any entry record. So what will happen or should I just not use the permit at all? Thanks.

You can use both. If you decide to use your US passport, then the wait can be an hour or more because of the sheer number of people. This is especially the case in Pudong.
If you decide to use your HRP and not your US passport, then you will only present your HRP when clearing inbound immigration without taking out your US passport at all. You'll present your US passport only when checking in for LA, and check-in agents usually do not look for visas or stamps which is the immigration's job. At outbound immigration, present HRP and, if requested, your US passport to immigration.
