Hi, i'm from Indonesia. Planned on going to Shenzhen from Hong kong to travel for 3 days.

Hi i'm Indonesia nationality. Planned on going to Shenzhen from Hong Kong for 3 days. I've heard last year they cant give VOA. Is it any chances my VOA will be approved on Sept 2017? Or should i apply Chinese visa first?
