Can S1 type holders apply for tourist visas to other countries (like work permit holders can)?

Good day, everyone!

If my wife is an S1 type holder, is she eligible to go to let's say the Japanese Consulate in Shanghai and apply for a tourist visa to Japan?

Thank you in advance!

Yes, it's possible for your wife to do that. She can try!
