Can I still get F visa? If not what do I have to do?

I recently got my 10yr L type cancelled back in June 2017. I asked the immigration department in the city where they cancelled it and put a page in my passport that says I have to leave China before June 11.. Under it says deportation... I asked if I'm black listed or banned. They said No. I just need to leave China and get another visa to come back. They caught me teaching without a work type. I will on July 3 go to the Chinese embassy in Vietnam and get a F type and I have all the correct documentation for a culture exchange program. I asked the immigration department for a letter that says I'm allowed entry back in they said they are authorize to provide no such letters
Can I still get the F type within 4 working days? What do you think I would need to do to get F type? Do you think I still can get F type?
