Thank you William! My friend tried at the Athens Chinese visa office yesterday, and was told she had to go back to her home country Australia to apply. Here in Australia we have gone to the CVASC and talked to the officer there, and they said theoretically an Australian should be able to apply from other countries. We just advised her to go back to the visa office today and give it another try. We don't see any reason she can't apply there.
