transit from shekou to hong kong international airport

As i heard there is a new rule for iranian who wants to pass shekou by ferry and getting onboard from transit hall need to have hk visa, even there is no way to pass or immigration gate when anybody gets ferry ticket
please advise if it is true or not?
if so it will be so complicated and hard to tarvel to china by ferry
