Can a French citizen apply for an M Business Visa in Hong Kong?

I am currently in China with a single entry Business M type and I will soon fly to Hong Kong. Is it possible to apply for a new chinese Business M type in Hong Kong to reenter PRC? If yes, do I need to submit a copy of my plane tickets (entering and exiting PRC)?

That's possible. You don't need to provide the copy tickets for the application of business M type.
