Can Non native with work permit get the Z visa

Now that there is going to be a new policy in April, If a Non native got his work permit issued in March, Can he get the Z visa if applied? Actually he got his work permit on March 2nd and he wants to go back home for the Zvisa. Basically he will work in Huzhou (Zhejiang province)

Mike, I think it is possible for him to get work Z type if he has got the work permit. Just give it a try!
