About:Visa Policy of China
We will be overlaying in Beijing for less than 12 hours. Can we leave the airport?
I am a US immigrant with a Philippine passport.

Yes, you are covered by the 24h direct transit policy. If you want to leave the airport, you can apply for a temporary stay permit upon arrival.
