Entering China from Shanghai Cruise Terminal

I will be entering China (Shanghai) at the end of a cruise from Singapore. I'm booked into hotel overnight and leaving for 11.30 flight back to the UK. I understand I don't need a visa but need to apply for a transit visa exemption. Will I be able to get this on arrival at the Cruise Terminal?
