can I change my z visa to x2 while in China

The company I was suppose to work for lied to me. I still have the issued 30 days z type, u still have some weeks remains g before it expires. I would like to change it for a x2 student type. I have already found a school that will provide all the documentation required.
Is there anyway that I can save myself some money by applying in the PBS within China and not have to go to hong kong to get this changed?
