About:Beijing Capital Airport T3

My kids and I are going to Singapore and we have a transit in Beijing for 5 1/2 hours.

How long will it take to go downtown with a train or bus? Because we only have 5 hours it may be too short of a time?

Well, you can take the airport express to reach the downtown area. You will reach the terminal station, Dongzhimen, in around 30min at a cost of CNY25 per person.
