Take bus no. N21 to Middle Road, Nathan Road, the nearest stop to Tsim Sha Tsui MTR station.

As I know you can buy the sim card at the convenience store 711 which opens 24 hours BEFORE going through customs and you can buy the octopus card on the self-service machines which can be easily found after collecting your luggage.
