It is international to domestic transfer at PVG, right? The procedures are the following:
Through Checked-in Passenger After Arrival - Quarantine & Immigration & Security Check & Domestic Concourse - Boarding
According to this situation, you don't need to claim and recheck the luggage.

No, you need to collect the luggage and reclaim them at Chengdu Shuangliu Airport.
For domestic to international transfer at Chengdu Airport, the procedures are Arrivals - Baggage Claim - Baggage Check-in & Print the Boarding Pass - Inspection & Quarantine - Customs - Immigration Inspection - Security Check - Boarding
