need for a visa for 72 hours stay in Shanghai, considering 144-Hour Exemption Transit Policy

My name is Robert Veldhuizen. The last stop of our (my wife and I, we have Dutch passports) Cruise ship is Shanghai harbour. We must leave the cruise ship and would like to stay 3 days in a Shanghai hotel (to do sight seeing in Shanghai) and return to Amsterdam by plane leaving from Shanghai airport within 72 hours after arrival in Shanghai. Do we need a visa, Considering the "144-Hour Exemption Transit Policy which Takes Effect on January 30 2016 at Ports of Entry in Shanghai? The old exemption policy used to be for 72 hours.

Robert, if the last stop you come from before entering Shanghai is not Netherlands, you will be able to use the 144 hour free transit in Shanghai. No visa will be needed then.
