About:Shanghai Pudong Airport

I'm arriving on china eastern from Philippines and transferring to delta to US both are in T1, PVG.

will I need to claim my luggage and check it in again? and if so how long does the process take?

You don't need to claim your luggage upon arrival. You just need to confirm your onward boarding pass and then take immigration & quarantine check. After that, you will be led to the international concourse. That won't take too long.
