About:144-Hour Visa-Free Transit

I'm looking for clarification and would appreciate help: I had a ticket from Dubai to Shanghai

Hi
New Zealand passport holder, staying within 6 days. Then flying Shanghai to Hong Kong (three nights) and flying to Dubai. I was denied boarding the plane in Dubai- the airline's reason being that I wasn't part of a tour group and that I hadn't booked with a travel agent. This seemed like old information? I then went to the Chinese embassy in UAE and was told that Hong Kong isn't allowed as a third region/country and that is why I was denied. Neither airline or embassy had heard of the 144 hour transit. I'm now out of pocket and unsure if I can claim a refund? Thanks for your help :)

Actually, if you will travel like Dubai-Shanghai (6 days)-HK-Dubai, you will qualify for the 144 hour free transit in Shanghai. Maybe the airlines and the consular officers don’t know the policy. You can search for the relevant information about 144 hour policy at the TIMATIC data base, and then print it out to show the airlines, but if it cannot work either, I’m afraid you have to apply for a visa.
Or you can contact with the airlines and see if you can claim refund.

Thanks so much for your reply and suggestions...No one at the airline and embassy knew about the 144 transit and this was very frustrating as I missed out on my whole trip! I hope I can claim back a refund though imagine it will also be frustrating...thanks again Jimmy :)
