Friend overstay in China for 3 years and a half month NO VISA

Hi. I have a friend who is currently staying in China. She overstayed for 3 years and a half month. She wanted to go back to Philippines, however she had lost her passport. She really needs help. What can she do to avoid detention? How much is the fine? Thank you for your response. It would be greatly appreciated.

She is advised to ask for help from the embassy of Philippines in China. After she gets a passport or travel documents, she can go to the local PSB to report her situation. She needs to pay the fine CNY500 per day, but the capped amount is not more than CNY10,000. After, she can apply for an exit pass to leave China. I cannot assure if she can avoid the detention.

Hi. Thank you for your prompt response. I just also wanted to ask if is there really an interview conducted by an Immigration Officer by the time an individual surrender herself at the airport? If in any case that she will go to the Philippine Embassy in China, do you have any idea if how many days she will be getting the travel documents?
