Traveling as a tourist in June 2017

I will be traveling to Shaghai in June 2017 to meet my daughter when she completes her study abroad program. I understand that my VISA will have a time limitation, but I've also heard that recently there can be a wait of up to 6 months. When should I apply at the consulate?
