how to apply for visa in tokyo, japan, to enter china on business multiple entry?

i am resident non japanese living in tokyo on permanent residence permit.i called one travel agency who used to do my application. they informed me that now application system has been changed and i have to contact application service center, but they do not hve any details of this center.kindly advise how can i apply and get the entry permit

The first thing is to prepare the relevant documents including your passport and its copy, your residence permit in Japan, a filled-out application form, a passport-style photo, and the invitation letter from your business partner in PRC.
