Layover of flight in PVG is 19hrs. Do I need Visa if I go out of PVG airport to stay in a hotel?

You don’t need it because you qualify for the 24 hour direct transit in Shanghai. You just need to apply for a free temporary stay permit at the airport and then you can go out to stay at a hotel.
