Flying without a visa, from beijing to Hong Kong and back

Is it possible to travel from Brussel -> Beijing (get out to the city wothouth an entry permit) - > Hong Kong -> Beijing (we will get an entry permit for China in Hong Kong) but need to get out to Beijing to be able to get on a flight to Hong Kong. It's not a following flight to Hong Kong, it's booked seperatly.
