Colombian need visa for taiwan?

I am Colombian passport holder and I am living in China but would like to travel to Taiwan where can I get the Visa when here is not embassy ?? The airline say I need a visa but no one knows where to get it

You need to apply for an entry permit for Taiwan and you should apply for it from those countries which have diplomatic relations with Taiwan. Or you can find an agency to help you.
