Is there a risk for denied entry even if all the criteria are met for 144 hour stay?

If I get on the plane and can not get through immigration in China, whose fault would it be? The ground service which lets me fly?

John, if you meet the requirements for the 144 hour free transit, you can get it in the end in most cases. There is no need to worry!
When you board the plane, you need to inform the airline that you want to use the 144 hour free transit. If you won’t qualify, you won’t be allowed to board the plane. So there is no need to worry!
