24 hour TWOV Desk

If I have a layover in Beijing for 8 hours, do I apply for the 24 hour TWOV at the 72-hour TWOV desk, or is there another desk that I should go to, or do I go directly to the Immigration desk, and do I request the 24-hour TWOV there?.. thanks.
