You can see the statue in Guangong Park on Xueyuan Road, Jingzhou. Take bus line 4, 15, 17, 23, 30 or 56 to the North Gate of the Eastern Campus of Yangtze Univeristy (Changda Dongqu Beimen). Then, walk north for about 400 yards to it.
