I will land in the Yinchuan Airport and have a connection to Jinan.

The connection time is 9 hrs, and I will have to check my luggage as soon as I arrive at the airport. Since my connection is long, so was planning to visit some attractions in the city (I still do not know what exactly, any suggestions?). But my main problem would be in the luggage , can I leave the luggage in the Airport until I come back because it will be hard for me to make this site seeing with luggage and stuff. Is there is a safe room (or luggage room) in the airport where I can leave it in, if yes, how much would it cost please?
