About:144-Hour Visa-Free Transit

Flying out of Shanghai after a cruise, do we need a visa?? Or the 144 free Transit??

We will be arriving by a cruise ship, Celebrity Millennium, on September 29, 2016. We will travel from the ship directly to the airport in Shanghai. Are ship will arrive at 7:55am and we will flight out at 4:55pm on the same day. Do we need an entry permit or 144 hour free transit. We are getting conflicting answers. How do we obtain 144 hour free transit. We don't want to get stuck without the proper documentation. The US State Department and the Chinese Embassy haven't been able to answer our question.

If you will fly to a third country or region after you stay in Shanghai for less than 24 hours, you don’t need to apply for an entry permit because you can enjoy the 24 hour direct transit there. After disembark the ship, you need to apply for a free temporary stay permit and then you can go to the airport to catch the flight.

You should apply for it at the immigration office at the port after you get off from the ship.
