1. Before your departure from Dushanbe or Phnom Penh, you can fill out Chinese arrival card through the official website for free: https://s.nia.gov.cn/ArrivalCardFillingPC/entry-registation-home
2. Upon your landing in Beijing Daxing you will perform fingerprinting at automatic fingerprinting machine
3. Approach 24/240 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight tickets and the proof of your accommodation if you plan to stay stay overnight in the hotel. If your layover is during the day you do not need any accommodation booking confirmation. This is all free of charge
4. When you have received your temporary entry permit in your passport you will head to the immigration and finally to the city to enjoy your time on your own. I really hope you will be successful in obtaining your temporary entry permit.
You can apply and receive a temporary entry permit, but you have to be aware of the fact that the issuing of a temporary entry permit (a permit that allows you to exit the airport and to enter the country) is not a passenger right, but more like a bonus that is offered to those having a long transit times, having an overnight layovers and those traveling with small children or disabled persons. Here I wanted to inform you about the nature of the temporary entry permit and the fact that the issuing is not a right, but a bonus offered to certain groups of passengers in transit on case by case basis. If your temporary entry permit is denied, you will just remain in the transit zone of Beijing Daxing airport. I hope this helps.
