About:240-Hour Visa-Free Transit

USA-SHANGHAI R/T

Am I eligible to use 144 hours flying from California to Shanghai then back to California before 144 humors expired.?

I'm afraid you can't do so. Or you may do this, but you have to have a ticket exiting from Shanghai for a third country instead of the US. And you just choose not to use it.
