Can you apply for the L Visa if traveling forward?

I'm planning a big trip, where I'll be leaving Taiwan and traveling to China, and then Singapore. In the requirements, they say that you need proof of a round-trip ticket. Will I really have to fly back to Taiwan, and then to Singapore, or will proof that I'm leaving the country suffice?

You don't have to fly back to Taiwan. You only need to prove that you will leave the country. Therefore, the ticket from PRC to Singapore will suffice.
