question about Hongkong visa application

Dear sir, madam,
I'm a french nationality living in Hongkong and a Hongkong Identity card holder would like to invite my sister and her two children (12 and 15 yo) living in Vietnam to visit us in June for 2 weeks. I am aware that they require an entry permit to enter into Hong Kong. The Hong Kong Immigration website denotes that there is a need to download form ID 1003A. I can get them to complete the necessary and do myself the form ID 1003B to sponsor them.
I would like to know if I can apply for an entry permit for them in the Immigration Office in Hongkong.
Your assistance will be highly appreciated. Thank you in advance.

Best regards,
Kieu-Hanh Morel

Kieu, you can submit the application to HK immigration department to apply for it on their behalf and it will help a lot for the application.
