Can a visitor buy a standard octopus card in hong kong?

Can a visitor buy a standard octopus card to travel on the airport express train to hotel, then reload value to use the card for mtr journeys for the next 7 days in the city?

Of course you can. With the standard card, you can ride all public transportation in HK. Just top it up to suffice your stay.
