About:China Visa Fees

visa price for Turkish passport holders living in America with a green card

I hold a Turkish passport but live in New York, I will be applying for a Chinese tourist visa with a couple of other people, we have all the documents ready. on the website it states that the visa fee for u.s citizens is 140$ and 30$ for third world citizens but it doesn't state which country ( it says on the bottom of the page that it depends on the country) so my question is, is it a 30$ visa fee for Turkish citizens permanently living in New York with a green card?
