Does the Qing Ming Festival have an impact on travel/ restaurants/ tourist attractions?

You are right. Since it has become a public holiday, there will be a tourism peak during that time. Many citizens would set out short trips. Restaurants and tourist attractions are open to the public as usual. And most of them must be very crowded at that time.
