I'm also asking the same question. I'm a Moroccan citizen with a 18hr layover in Shanghai Pu Dong. Can I leave the airport without a visa?

No, there is no restriction based on citizenship as far as 24 hour visa free transit is concerned. You can freely proceed with your travel plan. During your layover in Beijing you will just walk from one to the other gate and you do not need to perform any formality nor to fill put any forms. Also, you will not be a subject of immigration and customs inspections. You will just encounter a security check between the two gates.

Youssef, if you want to exit the airport this is never guranteed because this is not an inherent passenger right. In any case, your chance to be allowed to exit the airport are very good based on your very long layover. So, when you land in Shanghai, before the immigration, you will approach 24/144 hour visa free transit counter where you will apply for a temporary entry permit by presenting your flight tickets and your hotel booking confirmation if you plan to stay in a hotel. After a short check you will receive a temporary entry permit and after that you will head to the immigration and finally to the city to have your time on your own. I wish you a success in obtaining a permit.
