Yeah, visa is needed. I heard Philippines passport holders can get visa on arrival at the border; however, the regulations say that only people who were issued Chinese visa before can get that. I have no idea of the details nowadays, but you can have a try on the spot. Good luck!
To reach there, you can take the East Rail Line of HKG to Lo Wu. Cross the immigration, have your visa on arrival and walk to Luohu. Then take local transportation to your destination. By the way, Dongmen Pedestrian Street near Laojie Metro Station is a good place for shopping and you can get there by Luobao line from Luohu.
