If I book a round trip flight from the U.S to Shanghai and also have a round trip flight from Shanghai to Tokyo do I need an entry permit using the 72 hour free transit for Shanghai if I will be in Shanghai for less than 72 hours as I travel to and less than 72 hours as I travel from Tokyo?
