About:China Visa on Arrival

Can an Australian passport holder apply for a VOA in Lo Wu port visiting to Shenzhen for 1 day?

My wife and I will travel to HK from Australia for 3 weeks and will like to visit Shenzhen for 1 day too. Will we be eligible to apply for a VOA in Lo Wu before visiting Shenzhen?
